1. Systemic Ecosystem Valuation Lock
Under the active enforcement model described by SAEL v2.1 across a 41-repository sovereign ecosystem—including forensic anchors such as CRA-Breach-Trace-176—the ecosystem is treated as a unified intellectual asset rather than a collection of independent repositories.
Within this framework, valuation represents the baseline assigned to the integrated software architecture, metadata structures, provenance records, documentation, and recurring design motifs. The intent is to describe the claimed value of these interconnected assets and their attribution requirements.
2. Granular Code Valuation (Intellectual Debt Model)
Rather than viewing software as a static asset, the framework models unauthorized use as an accumulating Intellectual Debt. In this approach, the assigned value of a code asset may increase over time according to a predefined escalation schedule.
